who am I

Peter is a highly accomplished health care executive and systems transformation leader with over 26 years of progressive experience shaping community-based healthcare, optimizing interdisciplinary clinical teams, and driving large-scale infrastructure projects across Ontario. Operating at the intersection of operational excellence, strategic planning, and health equity, he has built a distinguished career bridging clinical needs with sustainable administrative frameworks.

Executive Leadership & Health Systems Transformation

In his recent leadership capacities, including serving as Director of Integrated Health Services at the Centretown Community Health Centre (CCHC) and Executive Director of the Ottawa Valley Family Health Team (OVFHT) and Almonte Family Health Organization, Peter has overseen complex, multi-million-dollar operational budgets and guided diverse teams of physicians, nurse practitioners, mental health specialists, other allied health, and administrative staff. His strategic foresight is matched by his fiscal acumen; at OVFHT, he secured a transformative $1.3 million increase in annual funding to dramatically expand regional primary care access for 13,000 new patients and 15 additional family physicians across Carleton Place and Beckwith. Furthermore, during the height of the public health crisis, he established and successfully scaled the region’s COVID-19 Assessment Centre in close partnership with local hospitals and medical providers.

Project Management & Digital Health Innovation

Peter’s expertise extends deep into capital project planning and healthcare technology integration. As Project Manager for the Carleton Place Regional Health Hub, he spearheaded the planning and development of a 14,000 sq. ft. primary care clinic housed within a broader 55,000 sq. ft. regional hub, successfully negotiating over $2.7 million in infrastructure and subsidy support. Earlier in his career, as a Practice Advisory Consultant for OntarioMD and the Canadian Medical Association, Peter provided specialized EMR and digital health consulting to medical practices across Ontario and the Maritime provinces He led critical workflow redesign workshops, data migration strategies, and large-scale implementations for major institutions, including the University of Ottawa Heart Institute’s Associates in Cardiology and physician groups serving over 30 northern communities through the town of Sioux Lookout.

Education, Governance & Advocacy

Academically and professionally grounded, Peter’s credentials include the Healthcare Leadership Program from the Rotman School of Management at the University of Toronto, a Healthcare Privacy Officer Certification, and a LEADS LeaderShift Certificate from the Canadian College of Health Leaders. He has frequently served as Chief Privacy Officer for major healthcare organizations, ensuring stringent regulatory compliance and data protection.

Beyond his administrative career, Peter is an active public speaker, published author on survivor advocacy, and frequent guest lecturer. He has shared his insights on panels for the Royal College of Physicians and Surgeons and the Queensway Carleton Hospital, and delivered guest lectures on victimology and gender studies at Algonquin College and Wilfrid Laurier University. His community footprint is extensive, underscored by board service with the Western Ottawa Community Resource Centre and the ByWard Family Health Team (where he serves as Interim Board Chair), committee work with the Association of Family Health Teams of Ontario (AFHTO), co-founding the advocacy group Stop Educator/Child Exploitation (S.E.C.E.), and volunteering at The Ottawa Mission.
